A channel ban corresponds to a channel mode (+b) that can be set to prevent one or more people from entering the channel. If a user is already in the channel and their hostmask is banned, they can be kicked from the channel and will not be able to rejoin. If the user is not kicked, the ban will simply prevent them from being able to talk in the channel unless they are voiced, halfopped, or opped. Channel bans can be overridden if the user is invited back into the channel, which makes bans mostly ineffective against people who are on the ChanServ user list, as they can simply ask ChanServ to invite them back in.
