DNS:The "domain name server" is what takes a human-friendly website address or your hostmask and translates it into the unique IP for your computer to be able to find that address on the Internet. It is what connects you to a Global Gamers server IP when you tell your IRC client to connect to "irc.globalgamers.net" and it takes you to the Global Gamers website IP when you type "http://www.globalgamers.net" into your browser. If there is a problem with the DNS of an IRC network, you may not be able to reach a server by trying to connect to the more human-friendly address, but you should still be able to access the server by trying to connect directly to its IP.
